The Department develops bilateral international legal framework by concluding international agreements and/or cooperation memoranda within the competence of the Ministry of Internal Affairs in the following main directions:
- Cooperation in the fight against crime/Cooperation in the field of law enforcement;
- Cooperation in the field of readmission of persons residing without authorization;
- Cooperation in the field of management of emergency situation;
- Cooperation in the field of border management;
- Cooperation in the field of European aspirations;
- Cooperation in the field of mutual recognition of driving licenses.
In 2017, framework Agreement on Operational and Strategic Cooperation was signed with the European Union Agency for Law Enforcement Cooperation (Europol), as a result of which Georgia became an operational partner country of Europol. In accordance with the memoranda signed in 2018 on the basis of the framework agreement, the Ministry of Internal Affairs deployed its liaison officer to the Europol since September 2018, and since April 2019, a secure communication channel for exchanging information between the Ministry of Internal Affairs and Europol was enforced.
