Today, in the hotel “Radisson”, the Ministry of Internal Affairs of Georgia presented the development plan of the temporary detention isolators. The presentation was held with the support of the United Nations High Commissioner's office. Within the framework of the meeting, representatives of various state agencies, NGOs and international organizations were informed about the implemented and planned activities of the Ministry of Internal Affairs.
The activities include development of infrastructure, improvement of existing video surveillance system and electronic database, improvement of the quality of medical services for detainees, improvement of their nutrition and other conditions, as well as structural reorganization, qualification raising of the employees and renovation of the legal base.
In particular:
- On the basis of legislative amendments made in the beginning of February 2018, the preservation period of video records increased from 24 hours to 120 hours, which covers the entire period of detention in temporary detention isolator;
- In order to improve the infrastructure, the renovation works will be launched in Tsalka, Chkhorotsku, Kobuleti, Samtredia and Poti isolators. Consequently, the isolators of international standards will be functioning in these regions;
- The works aimed at improvement of video surveillance system are in progress. At the initial stage, the existing outdated equipment existing in 6 large isolators will be replaces with new ones and later the replacement will continue gradually;
• At the end of February a renovated isolator will be opened in Akhalkalaki, where the entire reconstruction of the building has already been implemented. Also, new isolators will be built in Borjomi, Bakuriani and Gudauri, while the old isolators in Zugdidi and Akhaltsikhe will be replaced by new ones;
- In order to improve medical in temporary detention isolator, the medical personnel will be available to the detainees in all isolators operating throughout the country;
• According to the recommendations of relevant international organizations, two new institutions for accommodation individuals under administrative detention will be established in the Eastern and Western Georgia.
• With the purpose of staff qualification raising, job descriptions of the isolator personnel will be developed and training/retraining course will be updated. Besides, without a basic training course, an individual shall not be appointed for a certain position.
The Ministry of Internal Affairs in the process of structural and content reforms introduces human-oriented standards. Upon the establishment of the Human Rights Protection Department, the Ministry presents development plan of the temporary detention isolators. The aim of the project is to ensure protection of detainees' rights by establishing appropriate conditions in closed type establishments and introducing new standards of work.
