According to the order of the Minister of Internal Affairs of Georgia, those persons who have the right to keep registered firearms, on the basis of a temporary certificate, were granted the right to transfer the weapon to the shooting range or shooting area. Interested persons will be able to obtain a temporary certificate at the service agency of the Ministry of Internal Affairs, on the basis of which they will have the right to carry the weapon to the shooting range or shooting area and return it to the place of storage, no more than once a week.
Until now, there was no possibility to transfer weapons to the shooting range or the shooting area under the current legislation, which resulted in the dissatisfaction of the gun owners.
With a temporary weapons license, it will be possible to transfer no more than five weapons registered with the right of storage, and with the consent of the owner of the shooting range or shooting area, cartridges intended for portable weapons (no more than 50 cartridges per weapon) can be transferred to the shooting range or shooting area. When transporting a weapon, a person must carry a temporary weapon certificate and a weapon registration certificate.
To obtain a temporary weapon license, the owner must apply to the Service Agency with a written application. In order to transfer weapons to a shooting range or a shooting area, the fee for a temporary weapon license is 30 GEL per one weapon, 50 GEL for two weapons at the same time, 100 GEL for more than two weapons at the same time.
The service agency will issue a temporary gun certificate within 3 working days, indicating the times of moving the gun to the shooting range or shooting area and returning it to the place of storage.
After completing the visit to the shooting range or shooting range, the owner of the shooting range or shooting area shall indicate the time of completion of the visit in the temporary weapon certificate. The owner of the weapon is obliged to return the weapon and unused cartridges to the place of storage no later than the time specified in the certificate.
Carrying weapons without a temporary license or violating other transportation rules will result in criminal liability.
In addition, the Service Agency is actively working on the development of an electronic program, which will be launched in the near future, and it will be possible to issue a temporary weapon certificate electronically, as well as effective monitoring of the transfer of weapons.
It is worth noting that the resolution of the Government of Georgia has already come into force - "On the procedure for issuing licenses and permits of the Ministry of Internal Affairs of Georgia and establishing additional permit conditions" amendments to Resolution No. 162 of the Government of Georgia dated September 21, 2005. With the mentioned amendments, the conditions and procedure for obtaining the appropriate permit for the operation of open ranges, shooting ranges and shooting-hunting stands were significantly simplified.
According to the adopted changes, more flexible conditions and procedures for obtaining a permit, adapted to the interests of the population, were established.
The changes provide for all the mechanisms necessary to introduce modern standards of securing safety measures. The Service Agency of the Ministry of Internal Affairs continues to refine and improve services in order to ensure safety standards and provide flexible services to citizens.
