The Second Meeting of State Commission Supporting Suppression of Distributing New Psychoactive Substances was held at the Ministry of Internal Affairs. The Commission is composed of the representatives from Ministry of Internal Affairs, Ministry of Finance and Ministry of Labour, Health and Social Affairs of Georgia. The Commission conducts monitoring over the problematic issues related to new psychoactive substances and over implementation of the relevant law. The purpose of the Commission activities is to create a unified picture on the situation relating to new psychoactive substances in the country: to observe so-called “black market” in order to identify which new psychoactive substances are involved in illicit traffic, what are the risks related to new psychoactive substances based on international experience, to analyze the information gathered from various relevant agencies in order to identify problems, to summarize the information in order to publish quarterly and annual reports.
It was stated at the Meeting that the objectives set during the First Meeting have been complied with. Several legislative drafts have been elaborated aiming at the advancement of the fight against illicit traffic in new psychoactive substances, and in this regard aiming towards creating specific legislative basis for the separation of competences between MIA and Revenue Service – LEPL of the Ministry of Finance of Georgia. It was also highlighted at the Meeting that the State takes active measures in order to regulate the NPS situation within the whole country in a long-term perspective, and conducts permanent monitoring over the drug situation, generally.
