The officers of Anti-corruption Agency of the Ministry of Internal Affairs, as a result of operative-investigative activities detained member of “Sakrebuli” of Kaspi municipality and at the same time co-owner of “Lebe” LTD Levan Demetrashvili, Director of “Lebe” LTD –Besik Iordanishvili (DoB 1957) and expert of Levan Samkharauli National Forensics Bureau-Davit Geliashvili (DoB 1974) for fraud committed in large quantities, Illicit Participation in Entrepreneurial Activity, compulsion on expert and issuing false conclusion by the expert.
Investigation established that Levan Demetrashvili, despite prohibition of the law, founded “Lebe” LTD in 2009 for entrepreneurial activities with the assistance of Besik Iordanishvili and covertly participated in management of the company. In the tenders and procurements announced by Kaspi local government, Besik Iordanishvili patronized and made his choice in favor of “Lebe” LTD, in particular in April of 2013 Georgiana government allocated 800 000 GEL for the holding rehabilitation and reconstructing works of venues and buildings damaged as a result of the natural disaster that took place in Kaspi region.
In the period of March-May of 2013 Kaspi local municipality concluded agreement with “Lebe” LTD for conducting renovation and reconstruction works as mentioned above as a result of lobbying the aforementioned company by Levan Demetrashvili.
Levan Demetrashvili and Besik Iordanishvili drafted document with forged information, thus artificially increasing value of the conducted work activities of “Lebe” LTD. In order to make the forged document legal the mentioned persons persuaded the expert of Levan Samkharauli National Forensics Bureau-Davit Geliashvili and submitted false expertise conclusion to the Kaspi regional municipality, as a result of which appropriated 70 000 GEL from the state fund by swindling.
Investigation against Levan Demetrashvili is in progress on the fact of fraud committed in large quantities, Illicit Participation in Entrepreneurial Activity and compulsion on expert (article 180, II part, sub-paragraph “B”, article 337 and 372 I part). Besik Iordanishvili will face charges for fraud committed in large quantities, while Davit Geliashvili is accused for issuing false expert conclusion.
