Instructions of the Minister of Internal Affairs on conducting preventive activities on cases of discrimination and implementation of effective response measures in this regard has come into force. Aim of instructions is to ensure effective implementation of government resolution N445 on protection of human rights adopted on July 9, 2014 and commitments provided by the paragraphs 14.4.2.1 and 14.4.2.3 of the action plan of the Georgian government as well as effective implementation of requirements of law on “Elimination of all Forms of Discrimination”. Instruction envisages commitment to launch investigation on the basis of the relevant article regarding the cases of hate crimes (articles 142, 1422, 155, 156) when offence characteristics comply with abovementioned articles.
Herewith, investigation units were ordered to make notification in the relevant field of criminal proceedings on-line program in case of the “supposed” signs of intolerance or discrimination (articles 53, part XXXI). The mentioned notifications will ensure statistic improvements of crimes committed on the basis of discrimination.
It is worth mentioning that special statistics commitment is provided by the action plan of the Georgian government on protection of human rights.
According to the new instruction, police units were one again explained the importance of protecting requirements of the law on “Elimination of All Forms of Discrimination”. Fulfilment of the given instruction will be monitored by the General Inspection of the Ministry of Internal Affairs.
