In 2008 memorandum of understanding was concluded between the EUMM and Ministry of Internal Affairs which provides transparency (and imposes restrictions) on activities of Georgian police in vicinities of the line of occupation and its equipment.
Within the frames of the EUMM the so called “Hot Line” mechanism was launched, which is operational in round-the-clock regime and provides form of communication between MIA, EUMM and representatives of the De Facto government of the occupied territories. “Hot Line” is presumed as one of the successful mechanisms created within the frames of IPRM format meetings and Geneva Discussions.
