Deputy Minister - Aleksandre Darakhvelidze presented a package of legislative amendments to the Law of Georgia on Traffic elaborated under the initiative of the Ministry of Internal Affairs at an extraordinary session of the Parliament. The purpose of the legislative package is aimed at regulating issues related to the registration of mopeds and their right to drive.
Under the current law, a moped is not a mechanical transportation means and is equated with a motorized bicycle. Under the proposed amendments, the moped will be subject to the definition of a mechanical transportation means and will be subject to the same regulations as other motorized vehicles.
Therefore, two new categories-AM (Moped) and A2 (Medium Capacity motorcycle) category / subcategory will be added to the Law of Georgia on Traffic.
According to the legislative changes the moped registration will be mandatory. In addition to the mentioned, citizens will need to obtain "AM" category driving license for having a right to drive moped which will be issued from the age of 16, only after passing a theoretical exam. Herewith, citizens with a driving license will also be eligible to drive a moped.
Besides the mentioned, in case if the changes are approved, the practical part of the driving exam will be held in two stages. The first stage, like the regulations in force today, will be held on a closed test site, and in case of its successful passing, the second stage will be held in real traffic conditions (in the city), on pre-selected routes.
The package of legislative changes provides certain relief for the socially vulnerable and those under the age of 18.
The introduced novelty also envisages the introduction of remote services of the Service Agency. The moped inspection procedure will be carried out through various inspection centers.
The implementation of the legislative changes is envisaged within the framework of obligations under the Association Agreement with the European Union. In particular, the country is obliged to implement the European Parliament and Council Directive 2006/126 / EC issued on December 20, 2006 with regard to driving licenses in Georgian legislation.
