On July 14 of the current year, the Parliament of Georgia approved the legislative amendments to the Law of Georgia on Weapons and the Code of Administrative Offenses.
Until the recent period, the legislation of Georgia did not define the concept of the acoustic weapon- the so-called “Startovka”. As it is known, the acoustic weapon is not a means of defense and its only purpose is to shoot empty bullets and create an acoustic effect. Taking into account the mentioned, any person, including a minor, was able to purchase, store, carry and use a similar type of weapon without any restrictions.
Analysis of recent practice has clearly shown that the use of acoustic weapons for various purposes has become more and more popular in criminal circles due to its low cost, easy access and lack of legal regulations. This is confirmed by the numerous reports received by 112, namely: in 2019 360 reports were received regarding shots made with a similar weapons, in 2020 - 500 reports, as for 2021 - more than 150 reports have already been received.
With the legislative changes, Georgian legislation has been brought closer to EU regulations. According to the EU directive, the use of acoustic weapons is allowed only in theatrical performances, historical reconstructions, parades and sports events.
The amendments prohibit the carrying of acoustic weapons.
For violating the given regulations, in addition to the confiscation of the weapon, the person will be fined in the amount of 500 GEL, and in case of the repeated violation of the law within a 1-year period the fine will amount to 1000 GEL, and the weapon will be confiscated.
Herewith, under the amendments, the current sanctions for shooting from registered hunting or sporting pneumatic weapons in a populated area have been brought in line with legislative changes and the fine for shooting in a populated area was increased from 200 GEL to GEL 500.
