On August 27, 2020, with the participation of representatives of the Police Departments a working meeting on "Introduction of Electronic Surveillance of Abusers` of Domestic Violence/Violence against Women " was held at the Academy of the Ministry of Internal Affairs. The topic of discussion was a legislative change, on the basis of which, from September 1, 2020 in parallel with issuing restraining order, it will be possible to impose electronic surveillance on the abuser.
According to the novelty, in case of real threat of recurrence of violence and consent of the victim, an electronic bracelet will be attached to the body of the abuser. As a result, the abuser will be monitored in real-time regime to prevent him / her from approaching the victim's place of residence, office or other area; control shall be implemented via GPS system.
At the working meeting, the employees of the Human Rights Protection and Investigation Quality Monitoring Department, Legal Department, Public Safety Management Center "112" and territorial units of the Ministry of Internal Affairs discussed legal basis and regulation of electronic surveillance, changes to the risk assessment tool, principles of operation of the electronic device, technical characteristics and operation rules.
It should be noted that before the law came into force, the UN WOMEN purchased and handed over 100 electronic devices (bracelets) and related infrastructure to the Ministry of Internal Affairs.
In close cooperation with the UN WOMEN, the Humanfoc Foundation and non-governmental organizations the Human Rights Protection and Investigation Quality Monitoring Department of the MIA will continue to organize trainings on the issues of implementation electronic surveillance and will continue its work on production of printed materials.
It is notable, that the fight against domestic violence and domestic crime is one of the top priorities of the Ministry of Internal Affairs and the Ministry is gradually taking a number of measures in this direction.
