With the purpose of enhancing preventive measures with regards to the traffic safety, the scoring system has been introduced. Similar method is approbated in 21 countries around the world, including United States, where the mentioned project proved to be successful, based on the analysis and in-depth researches.
We would like to clarify that according to the project, in the beginning of the calendar year, on January 1, 100 points will be given to each driver license and be valid till December 31. In case of violating the traffic rules the points will reduce, while expiration of the points will result in abolition of the driver’s license. In such case, citizen will have to pass examination in the two months period for returning the driver’s license.
We would also like to note that points will not be decreased when receiving a fine via video registrar or the so called covert patrolling. Driver’s points will be decreased only after being fined by the patrol police officers, when committing a violation envisaged by the Code of Administrative Offences. It is notable that points will be decreased in parallel with ticketing. For example if the driver’s or passenger’s seatbelt will be unfastened, 10 points will be deducted out of 100 and citizen will also be fined with 30 GEL.
As for the scoring system, the Ministry took into account the best practices of the international experience in deduction of points for each violation and adopted a method based on the intensity and risk of the violation. For effective enforcement of the scoring system including the introduction of the electronic system, awarding points, the reduction and expiration, as well as for informing drivers in advance, the Ministry of Internal Affairs will develop and adopt the rules of proper administration.
