Under the initiative of the Minister of Internal Affairs, Aleksandre Tchikaidze, for illegal selling of drug containing or psychotropic substances without prescriptions, drug stores will bear more strict punishment. From the very first time owner of the drug store will be the subject of legal persecution and deprived of the drugstore and/or pharmaceutical license at least for 10 years. The mentioned draft law was presented to the Parliament of the country today by the Minister.
Ministry of Internal Affairs, along with Ministry of Labor, health Social Affairs elaborated draft law which was discussed at inter-agency coordination board for the combat against narcotics as well as within the frames of the criminal legislation work group. At the government meeting, Minister of Internal Affairs will present the final version of the draft law in which all proposals and notes will be included. Aim of the draft law is to eradicate consumption of handicraft drugs and prevention of illegal steaming of legal curative medicines through illicit canals. Beginning from 2009 the rate of consumption of Desomorphine (the so called “Niangi” “Krakadili”) and amphetamine (the so called “vint” and “Jef”) has drastically risen. Chemical ingredients for production of such drugs are available at drugstores in the form of pharmaceutical products, containing codeine, Ephedrine, Pseudo-ephedrine and Norephedrine. The mentioned medicines should be available at drugstores only after presenting “Form N2” prescription; however this regulation is violation as usual.
On the basis of memorandum signed between the Ministry of Labor, health Social Affairs and the Ministry of Internal Affairs, as well as on the basis of the joint order of both Ministers, the conducted inspection activities revealed that 3 447 946 codeine containing pills were sold without relevant prescription(form N2) from October 16 till December 1 of 2013. The mentioned amount presents 99,99% of the amount of the sold codeine containing medicines by the drugstores.
