Human trafficking and illegal migration is considered as the serious threat for the GUAM member countries. Combat this type of crime requires coordinated operations by the law enforcement agencies; purpose of these operations is to raise the effectiveness of revealing the criminals, investigation and punishment measures. The national segments of the interstate informational analytical systems - the National Law Enforcements Centers of the GUAM - have possibility to provide with secure and beneficial sharing of information concerning the mentioned measures.
It should be mentioned, that the project in the sphere of trafficking and illegal migration is drawn up and coordination of the law enforcement agencies is implemented by Moldova, being the member state of SECI with the great experience with this issue.
The meeting of the GUAM Working Subgroups on gathering information and planning joint operations in the sphere of combating human trafficking and illegal migration was organized on June 15-16, 2006 in Chisinau. At this meeting the following measures were planned:
- Participation in the operation "Chimera" by the GUAM member countries;
- Sharing of the statistic forms in the sphere of trafficking and illegal migration on the crimes, recorded in the GUAM member countries.
So far, by Georgian VLEC Center monthly forms (June-November) regarding the human trafficking cases recorded in Georgia have been forwarded to Moldova SECI/GUAM Center.
The next meeting of the Working Subgroup on combating trafficking and illegal migration is planned after completion of the operation "Chimera". Analysis of the gathered information will be made and conclusive document with results of the operation will be drawn up at the meeting.
In compliance with the organizational-practical measures plan for 2006, adopted by the GUAM Working Group for combating terrorism, organized crimes, illegal circulation of drugs and other serious crimes the Ministry of Internal Affairs of Azerbaijan, with support of the Euro-Atlantic Advisers Group organized the meeting of the GUAM working subgroup for combating trafficking and illegal migration. The meeting was held in November 20-21, 2006, Baku.
Representatives from Georgia, Azerbaijan, Ukraine and Moldova took part in the meeting. The meeting was attended by the Euro-Atlantic Advisers Group and a representative of the Embassy of the USA in Azerbaijan as well.
Goal of the meeting was to summarize and evaluate the results of information collection and operational measures during the operation "Chimera".
Representatives from the GUAM member states introduced the operative situation in the sphere of combat trafficking and illegal migration before the participants. Results of combat the mentioned crimes provided by the GUAM law enforcement agencies were also presented as well as examples of certain facts on prevention and the results of participation in the operation "Chimera".
Representatives of the GUAM law enforcement agencies mentioned the similarity of the tasks in this direction, which is revealed while evaluation of the threat of this crime. Necessity of increase of effectiveness of cooperation in the sphere of trafficking and illegal migration was also emphasized.
The participants considered to prolong permanent exchange of information on the members of international criminal gangs, their leaders and channels of human trafficking in the sphere of trafficking and illegal migration.
The representatives of the GUAM member states recommended the following:
1. With the purpose of adoption to introduce the next stage plan of the joint operation "Chimera" before the GUAM Working Group for combat terrorism, organized crime, illegal circulation of drugs and other serious crimes;
2. To strengthen and complete quality of information exchanging;
3. To prolong collection of information within the period of 6 months, 2007, as this gives possibility to conduct joint operation against human traffickers;
4. To prepare reports regularly (in every two months) by the National Informational-Analytical Center of Moldova on the basis of received information. In the case of information which proves that a trafficker or a victim of human trafficking is the citizen of the GUAM member states the data should immediately be delivered to the interested GUAM law enforcement center for implementation of joint measures;
5. To introduce the suggestions for the Action Plan for 2007 of the GUAM Working Group for combat terrorism, organized crimes, illegal circulation of drugs and other serious crimes.
At the end of the meeting participants emphasized effectiveness of the discussions conducted and underlined the necessity of prolongation of cooperation among the GUAM special services and law enforcement agencies.
