Today, at “Tbilisi Marriot” hotel, the Department of Human Rights Protection and Quality Monitoring has delivered presentation about its activities. Mr. Giorgi Gakharia, the Minister of Internal Affairs, opened the event.
The Human Rights Protection Department was established in January 2018. Department is in charge of ensuring prompt response and quality of investigation of domestic violence, hate crime, violence against women, human trafficking, crimes committed by/towards minors and those based on discrimination.
As a result of successful cooperation between the Department and other structural units of the Ministry of Internal Affairs, the quality of crime investigation was significantly improved and the trust towards police was increased.
Increasing investigation quality is one of the key priorities of the Ministry of Internal Affairs. Therefore, the Ministry aims at ensuring clear separation of functions between operational, investigative and district directions. Furthermore, the Ministry is implementing the Criminal Code reform that aims at defining investigative and prosecutorial functions at the legislative level and increasing the responsibilities of the investigator on the investigation process.
The quality of investigation at centralized level gained importance in order to successfully implement the investigative system reform within the Ministry. That is why the Human Rights Protection Department has enhanced its mandate since this year. In addition to domestic violence, hate crime, violence against women, human trafficking, crimes committed by/towards minors and those based on discrimination and trafficking, the Department will ensure prompt response and quality of investigation of crime against human life and health, as well as, will be responsible to ensure the monitoring of investigation of other crimes based on Criminal Code policy.
Human Rights Protection and Quality Monitoring Department will develop recommendations to eliminate the shortcomings in the investigation process. Department will control how those recommendations are implemented. The Department will ensure the review of complaints from citizens and will coordinate the activities of witnesses and victims.
Vacancies for the different positions in the Department were announced today. The presentation was organized with the support of EU-funded project ENIGMMA-2.
