The presentation of the book “Police Law” published by the Academy of the Ministry of Internal Affairs was held in the exhibition hall of the National Parliamentary Library of Georgia. The event was attended by Mr. Shalva Khutsishvili, the Deputy Minister of Internal Affairs, Mr. Levan Izoria, the Deputy Head of the State Security Service, Mr. Davit Khutsishvili, the Deputy Minister of Internal Affairs, Mr. Levan Machavarian, the Deputy Director of the Patrol Police Department of the MIA, Mr. Nukri Gelashvili, the Rector of the of the Academy of the MIA, Mr. Aleksandre Badzaghua, the Head of the Human Rights and Monitoring Main Division of the MIA, Mr. Anzor Chubinidze, the Head of the Special State Protection Service, Mrs. Ana Dolidze, the Deputy Minister of Defense, Mrs. Tamar Kaldani, the Personal Data Protection Inspector, Mr. Vakhtang Khmaladze, the Chairman of the Legal Affairs Committee of the Parliament, Mr. Zaza Vashakmadze, the Head of the State Agency for Religious Issues and the representatives of the higher educational institutions.
The authors of the book are: Mr. Levan Izoria, the Deputy Head of the State Security Service, Mr. Nukri Gelashvili, the Rector of the of the Academy of the MIA, Mrs. Sophio Kiladze, the Pro-rector of the Academy of the MIA, Mr. Paata Turava, the Head of the Law School of the Academy of the MIA, Mr. Davit Muzashvili, the Head of the Quality Maintenance Unit of the Academy of the MIA, Mr. Irakli Beraia, the Head of the Information-Analytical Department of the State Security Service, Mrs. Ketevan Giorgishvili, the Head of the Unit of the Reforms and Development Agency of the MIA.
At the presentation the book`s editor and co-author - Mr. Levan Izoria, the Deputy Head of the State Security Service – delivered a speech on reforms implemented recently in the field of police law. Mr. Levan Izoria noticed that adoption of a new Law on Police, which came into force on January 1, 2014, made it possible to introduce basic principles and instruments of the modern administrative law into Georgian police law. Exactly the Georgian Law on Police creates a solid legal basis for legitimate police activities. According to Mr. Levan Izoria the book is designed to introduce police law as an academic discipline and thus promote training of qualified police personnel.
After adoption of a new Law on Police - the “Police Law” is the first textbook interpreting the law and providing practical guidelines for the police officers. The provisions of the law are interpreted via practical examples, illustrations and scientific methodology. The forms of response to offences by the police officers are clearly defined from preventive measures. Also, the book defines the methods of enforcement measures, techniques of application of special police means and special firearms.
The book "Police Law" will be presented to all units of the Ministry of Internal Affairs applying in practice the Law on Police; also, the book will be used as a textbook in the Academy of the MIA in the sphere of professional and higher education.
