Three employees of the Ministry of Internal Affairs - Gela Kh. Aleksandre K. and Besik O. were dismissed from their positions for inappropriate behavior of an employee that infringes on the authority of the Ministry and negligence towards the job.
On April 22, 2015 police Senior Lieutenant Gela Kh.- the employee of Detectives Division of Zugdidi regional division of Samegrelo-Zemo Svaneti Regional Main Division was contacted by his relative- former police officer – Ramaz G. who asked to obtain demographic data of the owner of the certain mobile phone number. Gela Kh. illegally obtained the mentioned information from the protected base of the Ministry by means of his one-time password authenticator appliance (DIGIPASS) and provided Ramaz G. with the obtained information.
On April 1, 2015 police Senior Lieutenant and inspector-investigator -Aleksandre K. – the employee of Ingur-qagaldkombinati police station of Zugdidi regional division under Samegrelo-Zemo Svaneti Regional Main Division was contacted by his friend Enriko Kh. who asked to check a certain vehicle in the MIA protected data base. Aleksandre K. by means of his co-worker’s one-time password authenticator appliance (DIGIPASS) obtained information from the Ministry’s protected data base and found out that the mentioned vehicle was not enlisted in it.
On April 1, 2015 police captain Besik O.- interim head of district inspectors’ unit of Terjola regional division under Imereti, Racha-Lechkhumi and Kvemo Svaneti Regional Main Division contacted co-worker at Terjola regional division Sopio R. and asked to obtain information through the Ministry’s protected data base on a certain vehicle by means of her one-time password authenticator appliance (DIGIPASS). Besik O. received the requested information from Sopio R. and passed it to the citizen Tamaz Ch.
MIA employees: Gela Kh. Aleksandre K. and Besik O. committed negligence towards the service duties and inappropriate behavior of an employee that infringes on the authority of the Ministry -article 2, II clause, sub-paragraphs “B” and “F” of “Disciplinary Regulations of the Employees of the Ministry of Internal Affairs”. The mentioned persons illegally applied one-time password authenticator appliance (DIGIPASS) and thus violated order N709 issued by the Minister of Internal Affairs (on prohibition of using, obtaining and dissemination of the information stored in internal database for non-official purposes,) in August 24 of 2012.
The mentioned persons were imposed disciplinary sanction, namely -dismissal from the occupied positions envisaged by the article 3, “H” clause of the “Disciplinary Regulations of the Employees of the Ministry of Internal Affairs”.
