Drug Addiction

The GUAM National Center will participate in the measures, planned for 2006 year by the Working Group in the sphere of combat illegal trade of drugs. This gives possibility to revise the capacities of the VLEC - Virtual Law Enforcement Center within the interactive communications of the law enforcement agencies as well as to gather operative information and conduct certain operations.

With this purpose meeting of the GUAM Working Subgroup was organized on April 3-5, 2006 in Baku. The mentioned meeting attached the issues of planning of joint operations and gathering information in the sphere of combating illegal circulation of drugs. Issues concerning the delivery of information through secure channels between the member countries of the GUAM during the operation "Harmony 2006" were also discussed on the meeting.

Head of the GUAM National Center, IT specialist and Head of the Division of Combat Drug Addiction took part in the meeting from Georgia. The seminar were also attended by the experts of Euro-Atlantic Advisory Team, SECI, DEA, heads of national segments of the GUAM member states.

The participants of the seminar learned:

  • Installation and usage of Mozilla Thunderbird - mail client;
  • Installation of the encoding program OpenPGP;
  • Generation and change of the public and private keys;
  • Create, send, receive and read the encrypted messages.

After the seminar mail accounts for the VLEC Centers of the GUAM member countries were established (for example: Georgia@guamvlec.org - for Georgia) and the information was shared between the Centers in Testing regime.

Cooperation between the GUAM law enforcement agencies mean participation in the joint operations and sharing the information on seizures of drug - fixed in the member countries. Function of the GUAM National Center in this process is coordination of the measures to be conducted as a result of the revealed crime and sharing the operative information. In this connection Order N752 of July 12, 2006 was issued by the Minister of Internal Affairs. According to this Order Divisions of Combat Illegal Circulation of Drugs of the Special Operative Department are obliged to provide the GUAM National Center with monthly information on drug seizures in compliance with the form, as it is defined in the attachment to the Order.

Within the frames of the operation "Harmony 2006" 150 forms on seizures of drugs with a large amount in total was provided by the National Center.

According to the organizational-practical measures plan approved in 2006 by the GUAM working group on combating terrorism, organized crime, illegal circulation of drugs and other dangerous crimes, SECI/GUAM National Centre of the Ministry of Interior of Moldova organized the meeting of the GUAM working sub-groups for combating illegal trade of drugs. The mentioned meeting was held on October 27, 2006 in Chisinau.

Representatives of the Law Enforcement agencies of Georgia, Azerbaijan, Ukraine and Moldova as well as the Group of Euro-Atlantic Advisors participated in the above mentioned meeting.

The main objective of the meeting was to sum operation "Harmony 2006", assess the results of information gathered during the operation as well as operative

measures and on basis of proposals of the GUAM member-states prepare, co-ordinate and approve the action plan of the working sub-group for 2007.

Upon the end of the meeting participants discussed and agreed on the operative action plan for 2007 of the GUAM working sub-group for combating illegal circulation of drugs. The mentioned action plan is based on the following proposals of the representatives of the GUAM member-states:

1. In case of revelation of the facts of illegal circulation of drugs continue to gather information and hand it over to the Azerbaijan National Centre;

2. Control and exchange of information (according to the national Legislation) on those citizens of GUAM member-states who are noticed in drug trafficking;

3. Conduct SECI/GUAM joint operations in order to reveal criminal structures involved in illegal drug trafficking;

4. Organize and conduct training. The subject of the training should be - Analysis of operative information on illegal circulation of drugs.

At the end of the meeting on basis of the proposals submitted by the representatives of Azerbaijan, Ukraine and Georgia was approved the minute of the meeting.
